When the Wyoming Business Council (WBC) was created in 1998 via Senate File #0035 there were many concerning provisions included. For example, “Quality of Life Benchmarks” such as air quality and land use; the enthusiastic encouragement and promotion of public-private partnerships; and the involvement of the WBC in the sale or lease of water rights.
