There was a warning today of an ‘Imminent Radiological Threat’ from a “next-generation EPR nuclear reactor” in Guangdong, China. The Chinese National company responsible for these reactors is CGN (China General Nuclear Power Group, (‘Imminent radiological threat’, June 14, 2021). Obviously an imminent radiological threat makes the world stand up and take notice, but so too should CGN’s part in this.
WHY IS CGN IMPORTANT?
…CGN has been sanctioned by the United States for attempting to acquire advanced U.S. nuclear technology to divert to military uses in China. [4] [5] In November 2020, Donald Trump issued an executive order prohibiting any American company or individual from owning shares in companies that the United States Department of Defense has listed as having links to the People’s Liberation Army, which included CGN. CGN’s proposals to operate two nuclear plants in the UK have received criticism from MPs as a potential threat to national security. [6] [7]…
Nuclear Espionage
In 2016, the US Justice Department charged CGN with stealing nuclear secrets from the United States. [15] [16] [17] The Guardian reported: “According to the US Department of Justice, the FBI has discovered evidence that China General Nuclear Power (CGN) has been engaged in a conspiracy to steal US nuclear secrets stretching back almost two decades. Both CGN and one of the corporation’s senior advisers, Szuhsiung Ho, have been charged with conspiring to help the Chinese government develop nuclear material in a manner that is in clear breach of US law.” [18]
In August 2019, the U.S. Department of Commerce added CGN to its Entity List, barring U.S. companies from selling products to CGN. In its reasoning, the United States Department of Commerce explained that CGN attempted to acquire advanced U.S. nuclear technology to divert to military uses in China”. [4] [19]…

WHY DOES CGN REMIND US OF BILL GATES?
Because similar accusations were made against TerraPower just five years ago. But in Bill Gates’ case it was visa-verse: TerraPower was accused of planning to sell nuclear-related inventions and technologies to China (and Russia, India, etc.) that were developed via Department of Energy (DOE) grants that TerraPower had received. In other words, piles of millions of taxpayer dollars were awarded to billionaire Bill Gates’ boy-toy, TerraPower, to research and develop technology in relation to nuclear energy fuel rods, metallic fuel irradiation behavior, fabrication and fast reactor structural materials – which he in turn intended to sell to China (et al). He also attempted to register a patent as well – an invention made on our dime.
This exposure came from a whistleblower employed by Battelle Energy Alliance, who essentially runs the DOE’s Idaho National Laboratory in Idaho Falls. The suit was originally filed in June 2016 (copy provided below), but was dismissed in October 2018, by way of a legal manuever called the Granston Memo, which ultimately resulted in the government’s decision to decline to intervene. The plaintiffs did not lose the case – it was dismissed.
Most likely it was CNNC (China National Nuclear Corporation) that was going to broker that deal for TerraPower.
Here are a few reminders of who CNNC is:
- CNNC is directly owned and managed by the People’s Republic of China
- CNNC is involved in the development of China’s nuclear energy programs, both civilian and military
- CNNC signed a Memorandum of Understanding (MOU) with TerraPower to develop its travelling wave reactor (TWR) – EXACTLY what they intend to build in Wyoming
- On June 3, 2021 CNNC was identified by both the White House and the Department of Defense as one of several Chinese Companies that bring a threat posed by the military-industrial complex of the People’s Republic of China
- And, on June 4, 2021, the United Kingdom decided to “axe” their £50million lab tech-deal with CNNC amid national security fears about sharing the UK’s nuclear secrets
That leaves a pretty nasty feeling in the gut for anyone who tries to digest that. Most especially Wyomingites.
Wyoming citizens who oppose TerraPower’s plan to build experimental nuclear reactors in Wyoming need to get vocal with Governor Gordon on this issue – sooner rather than later! Folks need to remember how Gordon turned his back on Wyomingites last year as he wasted away our tax dollars on his boondoggle-land-deal. Gordon is doing the same damn thing again, only with Bill Gates nuclear reactors (!) and we should not let him get away it! He is not a King allowed to do as he pleases while he ignores his ‘subjects’! Furthermore, a decision as important as this is not up to Rocky Mountain Power/PacifiCorp or Warren Buffet/Berkshire Hathaway. Hell No! Absolutely not!
Governor Mark Gordon needs to host a public forum for every single county in the state of Wyoming, with plenty of time for public comments, before he takes this TerraPower deal another step forward.
Call and write Governor Gordon consistently and demand he host a public forum for every county in Wyoming on the nuclear reactor issue!
