District Court judges serve six year terms.

The district courts hear felony criminal cases, civil cases where more than $50,000 is sought, juvenile matters and probate matters.  They also hear appeals from lower court decisions.  The work of the district courts includes trials in the most serious cases.  There are 23 district judges, organized into nine judicial districts.

Gubernatorial Appointment:  Appointed by Governor Mark Gordon in October 2020 to replace Judge Michael Deegan.

Past General Election Retention Results: 2022 will be the first retention election for Judge Healy.

Judicial advisory polls are used by Bar associations to provide feedback to judicial officials about their performance on the bench and to help the public make more informed judgments in judicial elections. Guidelines established by the American Bar Association (ABA) state that the primary goal of judicial evaluation is “… to improve the performance of individual judges and the judiciary as a whole.” The Wyoming State Bar undertook its first judicial advisory poll in 1976 and has completed one each election year since.

Born and raised in Casper, Stuart is a life-long resident of Wyoming. After completing his Military Service as a Captain in the United States Army in 1971, Stuart returned to the University of Wyoming, where he obtained his Master’s Degree in Political Science in 1972.  Stuart then enrolled in the University of Wyoming College of Law and received his Juris Doctorate in 1975. After Law School, Stuart moved his family to Sheridan, Wyoming and immediately began practicing law. In 1977, Stuart was appointed Municipal Court Judge for the City of Sheridan. He served as the City Judge in Sheridan for over 30 years. Stuart founded Healy Law Firm in 1982.  He has had a distinguished legal career, fighting major corporations and protecting individuals in Sheridan County and throughout Wyoming. Stuart retired from the practice at the end of 2014, but he remains active as a trusted consultant for the firm.
